Where to Buy Property in Bali in 2026: An Honest Look at Every Major Area

The areas foreigners ask about by name, Canggu, Uluwatu, Seminyak, Sanur and Ubud, all sit inside the three parts of Bali that have finished their detailed zoning plans: Badung, Denpasar and Gianyar. The land ministry said on 20 July 2026 that 30 of the 75 detailed plans the island needs are loaded into the national licensing system, OSS, and that those three are complete. The areas sold as the next Canggu (Kedungu, Nyanyi, the north coast, Nusa Penida) mostly sit in regencies where the plan is partial or does not exist yet.

That is the first filter. The second is the plot: whether it is mapped as protected rice land, whether it sits inside the 100-metre coastal strip or on a cliff edge or a river bank, and whether the building on it has an approval for the use intended. Every demolition in 2025 and 2026 reported in the Indonesian press followed one of those lines. The third is infrastructure, where the useful question is what has been built, what is being built and what has only been announced.

In short

  • Badung, Denpasar and Gianyar have every detailed plan (RDTR) in OSS, so a zoning check there comes back automatically. Tabanan has 3 of 9. Klungkung, which covers Nusa Penida, has none in force.

The map that decides: nine regencies, three with a finished plan

Bali is eight regencies and one city, and each issues its own building approvals, sets its own accommodation tax and writes its own detailed spatial plans under the provincial plan, Perda 2 of 2023. The detailed plan, the RDTR, is what a zoning extract and a spatial conformity confirmation (KKPR) are checked against. Where the RDTR is loaded into OSS, that check is automatic. Where it is not, the confirmation is manual, against the general plan, and slower.

Badung’s six plans cover the whole regency, so a plot in Pererenan and a plot in Nusa Dua go through the same automatic check. Klungkung’s empty cell sits under the listings that now describe Nusa Penida land as “zoned”: there is no detailed plan for that word to rest on, and in February 2026 the deputy home affairs minister was still urging the regency to get one written. Canggu to Cemagi: south-west Badung

Canggu, Berawa and Tibubeneng are in the Kuta Utara district, under a detailed plan dated 2021. Pererenan, Seseh, Cemagi and Munggu, the villages sold as Canggu’s quieter neighbours, are in the Mengwi district under a plan dated 2022. The second group is where the island’s rice-field rules bite hardest, because Mengwi is farmland with a coastline. The governor’s instruction of 3 December 2025 banned converting mapped food land outright until a provincial regulation replaced it. Perda 4 of 2026 did so on 25 February. In July 2026 Badung’s share of the province-wide permanent farmland (LP2B) was set at 6,922 hectares, as JPNN reported the agreement. A plot in Seseh that is on that map stays a rice field whatever the listing calls it.

Two cases from 2025 show what the regency acts on. On 25 August 2025 the Badung public order office put a police line around a villa development in Berawa for building on protected rice land without permits, as Bali Post reported. On 28 October a single villa in Padang Linjong, Canggu, was sealed for taking 2.5 are (250 square metres) of a river bank, with no land right and no building approval; the owner began demolishing it himself on 24 November. The “30 villas sealed in Canggu” that circulates in English-language guides has no record in the Indonesian press that we could find. One rice field, one river bank.

A study of 32 Badung wells, published in the provincial government’s journal in August 2025 on 2024 readings, found seawater intrusion low to moderate under Canggu and Tibubeneng and high under Kerobokan Kelod, where salt water had reached 1,200 metres along the coast and 700 metres inland, advancing an estimated 35 to 56 metres a year to 2029. A villa on a well in this corridor is drawing from that aquifer. Any business drawing more than 100 cubic metres a month needs a groundwater permit (SIPA) through OSS under the 2024 national rules, with a recharge well as a condition.

The Canggu shortcut cannot be widened, the deputy governor said on 19 May 2026, because temples stand on the alignment; in March 2025 Badung put the cost of new roads for 2025 to 2028 at IDR 8 trillion. A rail line from the airport through Seminyak to Berawa has no investor, the transport minister said on 8 April 2026, and the groundbreaking announced for September 2024 never took place. An airport-to-Canggu water taxi, IDR 1.21 trillion, was declared a project in May 2026, with trade press putting operation in the first half of 2027. Only the water taxi has a date, and it is a target. On the supply side, Horwath HTL’s March 2026 review counted more than 70 branded residence projects on the island, about 40% of them in Canggu and Berawa.

The Bukit: Uluwatu, Bingin, Jimbaran, Nusa Dua

The whole peninsula is the Kuta Selatan district, under a 2021 detailed plan in OSS. What separates it from the Canggu corridor is the edge: cliff, coast and the strip of state land between them.

Bingin first, because it is quoted more often than it is described. A provincial council inspection on 10 June 2025 counted about 45 unlicensed restaurants, hotels and villas on the beach, two of them linked to foreigners. From 21 July the governor and the Badung regent led the demolition of 48 structures. The legal basis was the coastal law and the 2020 governor’s regulation on state coastal land: the buildings stood on land that belongs to the State, where no private title can exist, so no due diligence on a certificate would have found one. A year on, The Honeycombers reported in June 2026 that the debris was still there and that Badung’s rebuilding plan runs in two phases, a cliff staircase and utilities in 2026 and the main works around mid-2027. The reports describe an action confined to the beach strip.

On 18 July 2026 the council’s spatial planning committee (Pansus TRAP) named four cliff-edge projects at Pecatu, some of them cantilevered over the drop on concrete, with principal permits or environmental approvals missing, and recommended that work be suspended. In Jimbaran, a hotel measured at 26.5 metres against the island’s 15-metre cap was ordered in March 2025 to bring itself back within its approval; the outcome is unreported. At Kampial, by Nusa Dua, land clearing for a resort was sealed on 9 January 2026 after three warnings, and an adjoining limestone quarry was closed in September for operating without a mining licence.

On the Bukit the water problem is volume. South Badung needs about 2,000 litres a second and the Estuary dam delivers 750, a deficit the regency put at 1,250 litres a second in September 2024. The response is a IDR 108.84 billion pipeline from the dam to Nusa Dua, 200 to 300 litres a second, with groundbreaking on 11 September 2025, and a desalination plant whose water, at roughly IDR 30,000 a cubic metre, is meant for hotels and commercial users while households get the surface water. Which of the three a villa in Pecatu or Ungasan runs on, PDAM, well or truck, belongs in the first conversation with the seller.

Seminyak, Kerobokan and Umalas

Seminyak is in the Kuta district and Kerobokan and Umalas in Kuta Utara, all under 2021 plans. With little undeveloped land left, the questions move from the plot to the building: whether it was approved for the use it has, whether it stands within the 15-metre limit, and whether later extensions were approved at all. The comparison to make is the floor area in the building approval against the floor area that stands, since a villa that grew a floor after its approval has no certificate of function for the floor. The intrusion study above found the highest salinity on the island under Kerobokan Kelod, the part of this area most listings call Seminyak, and a villa there on its own well is the case where a PDAM connection changes the running cost most.

Sanur and Denpasar

Denpasar is the city, with its own general plan from 2021 and five detailed plans, all in OSS. Sanur is its eastern coast, and in 2025 it acquired the one piece of infrastructure in this article that is finished: the Bali International Hospital, 255 beds, inaugurated by the president on 25 June 2025 inside the Sanur special economic zone.

Denpasar has also lost the most rice land in proportion, 38.83% between 2019 and 2024 by the provincial land office’s count. The farmland rules weigh less here than in Mengwi for that reason: there is less left to protect. The city taxes groundwater at 20% under its 2023 tax regulation, the highest of the local charges a villa with a well will meet.

Bank Indonesia’s residential price index, the only public price series for anywhere in Bali, covers Denpasar’s primary housing market and put annual growth at 0.87% in the first quarter of 2026 and 0.43% in the second.

The Suwung landfill, which took the south’s waste, was ordered closed from 1 March 2026. Organic waste was turned away from 1 April, collection trucks protested on 16 April, and the ministry allowed organics back twice a week until local processing is ready; the city says the site will take residual waste only by December. A governor’s circular from April 2025 requires hotels, villas and restaurants to sort waste at source from 1 January 2026, with licence suspension among the sanctions.

Ubud and Gianyar

Gianyar has seven detailed plans, one for each district including Ubud and Tegallalang, and all seven are in OSS. It is also the regency that wrote its protected rice land into the general plan itself: 9,232.65 hectares, fixed in the 2023 to 2043 plan after the ministry’s first map had put it at 10,514. Since January 2025 the regency has had its own regulation on administrative sanctions for spatial violations.

Parq Ubud was sealed in January 2025 for standing on protected rice land without a building approval. In June 2025 a new owner, PT Gold Dragon Management, announced it had bought the complex, demolished structures in the green zone for the cameras and would legalise the rest. What it operates as in 2026 is unreported. The Ubud plan is the one to read closely for anything near a river gorge or a rice terrace, because Gianyar lost 18.85% of its rice land between 2019 and 2024, second only to Denpasar, and the 9,232 hectares it then fixed are the hectares it means to keep.

Tabanan and the west coast: Kedungu, Nyanyi, Tanah Lot

Tabanan is where the “next Canggu” listings point, and its map is the least finished of the three coastal regencies. Three detailed plans are in force: the town, Selemadeg Barat in the far west, and Tanah Lot, adopted in November 2025; the rest of the regency is still at the planning stage. Whether a plot near Kedungu or Nyanyi falls inside the Tanah Lot plan is the first question to ask, because outside it the zoning confirmation is manual against the general plan. The provincial office’s status list does not say whether Tabanan’s three plans are in OSS.

On 16 July 2026 the regent fixed 16,466 hectares as permanent farmland, 87% of the regency’s rice land, and raised the figure to 16,564 hectares in September; it is the largest protected area of any regency, with Penebel district alone above 3,500 hectares. Tabanan is also one of six regencies that agreed on 28 July 2025 to add no hotels or restaurants from 2026 in return for a share of the south’s accommodation tax. The council’s committee found 13 structures built as farm shelters and used as restaurants in the Jatiluwih terraces in December 2025.

The toll road that is meant to open the west, Gilimanuk to Mengwi, 96.84 kilometres, had its groundbreaking in September 2022 and no works since. In April 2026 the deputy public works minister put the tender in 2027 and operation in 2031. A plot bought in Kedungu on the strength of that road is bought on a 2031 target.

North, east and Nusa Penida

The north airport at Kubutambahan is on the national priority list for 2025 to 2029, the president ordered it accelerated in July 2026, and a private consortium is to build it under a public-private scheme. The governor said in 2024 that access roads and land would take five to six years before construction could start. Buleleng has three of eleven detailed plans and in October 2026 was pushing five more through drafting, the airport site among them. The most recent demolition on the island was here: on 12 September 2026 the governor led the removal of a villa built on forest land at Pejarakan, Gerokgak, by a foreign investor under a local name, with no groundwater permit and no building approval. In April the council recommended closing five villas on mangrove inside the West Bali national park.

Karangasem’s general plan is under review and it has three detailed plans, Sidemen’s from 2025. A four-hectare villa project near Manggis was sealed on 1 October 2025 during earthworks with its permits incomplete. Klungkung, which is Nusa Penida, Lembongan and Ceningan, has a general plan from 2024 and no detailed plan in force. The IDR 200 billion glass lift at Kelingking was stopped on 1 November 2025 for standing inside the 100-metre coastal strip and rising 182 metres against a 15-metre limit; on 23 November the governor ordered it demolished within six months. The only infrastructure with a budget here is a IDR 112 billion road bridge between Lembongan and Ceningan, announced in September 2025 for construction in 2026.

Six questions for any plot, in any area

The same six questions apply to every plot on the island. The first answer sets the pace of the other five.

  1. Which plan covers it, and is that plan in OSS? The zoning extract (ITR) names the plan. In Badung, Denpasar and Gianyar the conformity check is automatic; elsewhere ask how long a manual confirmation takes.
  2. Is it mapped as protected rice land? LSD and LP2B maps are held by the regency and the land office. A plot on them is unbuildable since 3 December 2025, whatever the certificate says.
  3. Where is the edge? 100 metres from the high-tide line, the cliff face, the river bank, the forest boundary. The beach strip below the tide line is state land under the 2020 governor’s regulation, and no certificate exists for it.
  4. Does the building approval match the use? The PBG names a function and a floor area; the certificate of function (SLF) is issued against both.
  5. Where does the water come from? A PDAM connection, a well, or a truck. A well serving a business above 100 cubic metres a month needs its permit (SIPA) through OSS and a recharge well.
  6. Where does the waste go? Sorting at source has been a licence condition for villas that let rooms since 1 January 2026, and Suwung will take residual waste only from December.

Why there is no price table here

The land-price tables published for Bali’s areas disagree with each other by several times for the same village, and the two most widely copied ones are a single dataset under two names. The two platforms that publish rental statistics put the island’s occupancy at 57% and 63% for the same year, from different samples. The only public price series is Bank Indonesia’s, and it covers new houses in Denpasar. Nothing in the public record supports a per-area price in a form a buyer could check, so this article does not give one. Our listings are priced in rupiah with the title type shown, the same number that goes into the deed.

What the public numbers do say about 2026: foreign arrivals were 7.05 million in 2025, a record, and ran 1.98% below that pace in the first seven months of 2026. AirDNA’s count of active short-term listings on the island was down 45.7% year on year in September 2026, a fall that coincides with the national licensing deadline and the delisting that followed it.

Canggu or Uluwatu?

Both are Badung, so the plan, the automatic check and the 10% accommodation tax are the same. The ground differs. In the Canggu corridor the land office’s maps (rice land, river banks) decide what can be built, and the aquifer decides what a well is worth; on the Bukit the limits are the coastal strip and the cliff edge, and water arrives by pipe, well or truck at a price. A buyer who wants to let rooms by the night should also know that Canggu and Berawa hold about 40% of the island’s branded residence pipeline, by Horwath’s count, and the Bukit does not.

Is it safe to buy near Bingin after the demolitions?

The 48 structures stood on state coastal land under the 2020 governor’s regulation, where no private title exists, and the reports describe an action confined to that strip. A titled plot on the cliff above is checked like any other in the Kuta Selatan plan. The committee’s July 2026 review of four Pecatu projects turned on what hangs over the edge and on missing environmental approvals, so for a clifftop plot those two documents come before the view.

Which area will rise fastest in price?

Nobody publishing can say. The one public index covers Denpasar and grew under 1% a year in 2026. Arrivals ran below 2025 in the first seven months of 2026, and active rental supply fell faster. A growth percentage for a named area has, as far as we can trace, always come from the asking prices of whoever published it.
